Creating a live communication system for a Government of Québec digital strategy launch

CC&Co created the event communication experience for a Government of Québec digital strategy launch: content hierarchy, screen strategy, social intelligence and on-site deployment, built so the strategy could be understood in the room and followed beyond it.

CC&Co designed and deployed the live communication layer. Questology powered the real-time social intelligence, content flow and screen logic behind the experience.

The challenge

Complex public information, read live

A government strategy can be clear on paper and still lose people inside an event room. This launch carried institutional weight: official messaging, digital policy, live timing and visibility that extended well beyond the venue. A standard slide presentation would have flattened all of it.

The practical problem: make the strategy readable while people were listening, watching, posting, reacting and moving through the event, and keep the official message in charge of the room the entire time.

The strategic insight

Screens as part of the argument

CC&Co treated the screen environment as communication architecture instead of decorative background. The screens carried context, surfaced live public activity and did part of the explanatory work, while the formal presentation stayed focused. Questology connected the room to the conversation already happening around digital transformation, so the launch felt active and current rather than sealed off.

What CC&Co created

The role of each screen, the relationship between official content and social context, and the way the audience would encounter the strategy as they moved through the event.

[Screen communication system](/services/digital-signage)

A structured display system carrying visual content, public signals and event information, with a content hierarchy deciding what deserved prominence and what stayed in the formal presentation.

The rules for how public conversation entered the experience. Questology powered the collection, filtering, moderation and display mechanics that turned social activity into a usable event layer.

Event UX and deployment

Dashboard logic readable at event speed, plus on-site coordination connecting strategy, creative direction, technology and execution under live conditions.

Making it readable in real time

The strongest part of the project was translation: taking a complex government strategy and giving it a live event language.

That translation ran on decisions. What belonged on screen. What stayed in the formal presentation. Which social activity added value and which was noise. How the live layer stayed useful without competing with the message. In public-sector work that discipline is the deliverable: the room cannot feel improvised, and the technology cannot become the story.

The lesson we carry forward is simple. Public-sector communication works better when strategy, content, technology and live deployment are designed together from the start, by one team looking at the whole system.

Impact

The launch gained a live communication structure that matched the subject being announced. The room got a clearer visual experience, the event stayed connected to the public conversation around it, and the strategy reached people who never entered the venue.

For institutions, the project is a concrete proof point: CC&Co can lead communication work that crosses policy messaging, visual hierarchy, event UX, live screen behavior and deployment pressure, with Questology supplying the real-time engine underneath.

Frequently asked questions

1.What did CC&Co create for the Government of Québec digital strategy launch?

The live communication experience: event strategy, screen content structure, visual hierarchy, dashboard logic, the rules for social intelligence and on-site deployment coordination.

2.What role did Questology play?

Questology powered the real-time layer. The platform collected, organized, filtered and displayed relevant social media activity during the launch, under moderation rules defined with CC&Co.

3.Was this a digital signage project?

Digital signage was one component. The core work was the communication architecture of the launch, with the screen system as its most visible layer.

4.Why is this project relevant for public institutions?

Institutions regularly need to explain complex strategies in live settings. This project shows a structured way to do it: official content stays in charge, screens carry context, and public conversation enters the room under clear rules.

Where this work connects

when a digital strategy had to feel digital

A public-sector digital strategy can become abstract very quickly.

The subject may be important, but if it is presented through a static format, the room does not feel the transformation being described. For this launch, the format had to carry the message.

The event needed screens, social signals, live video, a microsite, dashboards and content that could keep moving while the announcement was happening. The experience had to show digital transformation as something visible, organized and accessible, not only something written in a policy document.

CC&Co shaped the communication and audience-facing layer. Questology and Quest Media powered the live system behind it: dashboards, aggregation, display logic and real-time infrastructure.

The lesson was clear. When an organization talks about transformation, the medium becomes part of the proof. A digital strategy launch should not feel like a printed memo on a stage.

The format has to support the credibility of the message.
